Arctic Marina opened in May 2011 on the Shibaura waterfront in Tokyo Bay, in a building that had previously housed a fish processing cooperative. Kenji Sato had spent eight years as deputy harbour master in Bodø and wanted something smaller: a marina where he could keep track of every vessel, know the owners by name, and make decisions quickly without three layers of approval. The first season had 34 berth holders and a fuel dock that broke down twice. The second season was better.
